I don't have write access. But I think it's important to make it clear
that, since constant quantizer mode isn't the default mode anyway, using
"vqscale=0" to disable it is pointless. How about saying:

In Snow, vqscale=0 enables lossless encoding. In other codecs, vqscale=0
has no effect and a target bitrate will be used instead, resulting in
variable quantizers.

Or something.
