Hi Jeff,

I know what you mean, I didn't notice this possibility of
misunderstanding. Maybe "for every other codec, value 0 (or better
vqscale=0?) disables constant quantizer encoding" is clear. I wouldn't
mind to go with your proposal either.
Do you want to make the change?
