I think this is wrong.
We want mp3lib to be available for regression testing on users systems.

Also,
this would disable mp3lib even in the case when mpg123 is not present.
In that case it would fallback to the much slower ffmp3.

The codecs.conf stuff is good enough.

And, we kind of like to have everything on autodetect:)
