In mine it does. I am not familiar with the subtleties of the build system,
but I guess it depends on what version of ffmpeg/libavcodec/allcodecs.c is
present in the build tree.

I suppose you need to check whether the macro is defined or not, and not
whether its boolean value is true or false.
