Yes, that's true, but there is no information about the font encoding so
that's a kind of "best assumption". If a filename is displayed correctly in
the GUI, the messages will most likely be, too.

We could add font encoding information in skins, though...

The "font" files used for the GUI are single byte character bitmaps. See
gui/skin/font.h:

typedef struct
{
 fntChar    Fnt[256];
 ...
} bmpFont;

So everything that is written to the GUI window(s) (including messages) must
be single byte'd. too (or it'll look strange).
