Sorry, but that is wrong.
1) there is no reason why the filename encoding would have to have any relation
   with the font encoding.
2) font files can and should use UTF-8, there was a script that could convert
   them all (well, depending on whether we are talking about the same "font",
   I haven't checked where exactly these strings are used).
