This patch (adapted, and only for b/w and gray modes) was committed to
mplayer some time ago.

I wonder can  Bryan resuse existing teletext code ?
Afair, teletext code is splitted (by routines) into grabbing,
rendering, interaction and , output
parts (first three are in tvi_vbi.c, though)

Perhaps teletext code can be adapted (or splitted into several files)
for reusing code.
Current code (assuming only gray support) already implements
presentation level 1.5 in terms of ETS 300.706 specification.

I thought CC is very similar to teletext's boxes (when it runs in
subtitle displaying mode).

Mplayer outputs teletext via OSD engine, though.
