[MPlayer-dev-eng] Make tv_channel_list, tv_channel_last and tv_channel_current global variables static

Hi, All

Attaches patch makes tv_channel_* global variables static.

All of them were not used outside tv.* (except command.c which is
fixed in patch by adding wrapper routine).

Later (in separate patch) this variables will be made context-depended.

With no objections i'll apply patch after 24 hours.
