No. you are wrong. Additional sub-sets codes are transmitted in X/28/0
teletext packet.
Only 8 national sub-sets will be used (with codes from X/0 teletext
packet) if above packet is not transmitted at all.

In latter case you can pass "tlang" option to MPlayer to set up
extended language code which will be used untill first X/28/0 packet
arrive.
