IMO it is; it is in keeping with the paradigm of "the options which
affect a particular file appear either before any files or after the
specific file in question" which appears to be in use across the rest of
the project.

Once you grasp this concept in one instance, it becomes reasonably
intuitive to use it in other contexts. Having this context not work the
same way as the others seems like a bad thing to me.
