It seems they disabled mp3lib because of some sample that ffmp3 could
play, while mp3lib failed:
https://launchpad.net/ubuntu/+source/mplayer/+bug/52729
and the changelog entry (abridged):
mplayer (2:0.99+1.0pre8-0ubuntu4) edgy; urgency=low
* debian/rules:
+ disable internal mp3lib. This will enable mad or ffmpeg as
replacement (Ubuntu: #52729)
