I submitted a patch to do exactly that some time ago:

It has been two years, and since no one cared, I did not insist. It probably
does not apply on current code, but the core function should be reusable
(and finding documentation about XTest is not really easy).

I also started a thread about a desktop-wide do-not-disturb protocol on a
Freedesktop mailing-list:
