Yes, a receiving MTA being down any non-trivial amount of time is
unacceptable.  Were that the case for me, I surely would not host it on
my home computer.

But it's not the case.  My ISP and mail server is very reliable.

So I think we can refine your statement from "a receiving MTA should
never ever run on a dynamic IP" to "a receiving MTA should not be
unavailable any non-trivial amount of time."
