IMHO no. I didn't discuss with other developers, but my plan would be to
deprecate using anything except UTF-8 for MSG_CHARSET.
Of course it should not be broken for no reason with other MSG_CHARSETs,
but breaking it if it simplifies code would be acceptable then.
