I probed reading but I'm not sure this patch takes that. 
[ My English knowledge isn't good. :( ]
I will hope they'll see it and express an opinion on my patch.

Main characteristics of my patch:
- it directly convert from help_msg-??.h
- it check printf formats (%s %i ...)
- it uses binary translation files (separated as languages)
- it creates text hash from english message
- it creates text hash in runtime with (binary) seek tarnslated messages
