Nope, it's not remotely working. Actually I thought it was all removed
since it's just useless code clutter.

If you want it that much, you're welcome to work on an acceptable
dvdnav implementation and submit patches. Please no horrible ugly
hacks though. The main developers are not very interested in dvdnav
(ranging from apathy to disgust for it), so don't expect a lot of
help, but since lots of users want this we'll be willing to consider
patches that implement it in a sane and working way.
