Unfortunately, it doesn't look like MEncoder's policy, or at least not
the one of its devs. ;-)

All codecs are by default fast, even if their maintainers dislike it.
For example, I know that XviD devs would prefer some "basic" quality
optimization on per default.
I guess it should be the same for x264, just for consistency reasons.

As far as keyframes interval, I do think it should be increased though,
as default is dumb, and it doesn't impact speed AFAIK.
