I keep ip_factor low for clips with few scene changes, and keep it higher
for clips with more frequent scene changes.

I think the default should be set to 250, or maybe even higher. The other
default that needs to be changed is cabac. It should be on by default,
and a "nocabac" flag should be available instead. These two changes will
improve quality for first-time users with no real downside.
