Having "discovered" that messages of MSGL_V and above should not be
moved into the translations file, I've put back all the ones I removed
from mencoder.c; this is patch 1.

I've similarly gone through my patch to mplayer.c and removed any new
MSGTRs of level V and above. Patch 2 includes those changes, and
supersedes my previous patch against mplayer.c.

Patch 3 makes all of the corresponding changes to help/help_mp-en.h
necessary to be consistent with both of the other two patches.

Patches 2 and 3 also include a few minor changes to some of the strings,
both moved and not moved - this consists primarily of adding a trailing
period where one was missing.

There are two MSGTRs of MSGL_V (AODescription_AOAuthor, AOComment) in
mplayer.c which were present before I did my work; for the moment, I've
left them alone. If I come across such things, which I would not
ordinarily change but which are inconsistent with the rules I'm
following, should I correct them as well?
