[MPlayer-dev-eng] patch: can't display mp3 info with specified encoding

Hi, all

in japanese, most mp3 files include id3 info which encoded with cp932.
(the one is used on windows)
then, we can't see the correct info.

the attached patch can specified the encoding for id3 with "subcp" option.
(sorry, i don't know whether should be used other option name...)

perhaps,
it may have to convert when got the info.
and not have to convert while displaying.

please check and include.
