What about if the sound card supports 96khz 24bit, why would you want to 
change it?
If you use alsa for the sound driver, you don't have to do any 
conversions. alsa does any required conversions for you.
e.g. standard alsa-utils.

aplay test-96.wav

Plays perfectly ok, and aplay does not do any sample rate conversion, 
alsa-lib does it all for you.
