I checked arial.ttf downloaded from 
http://www.microsoft.com/typography/fontpack/ (unzip can extract fonts 
from exes for W3.11) for ISO-8859-* and KOI-* charsets and some glyphs 
were missing only for ISO-8859-11 (Thai), ISO-8859-14 (Celtic) and 
ISO-8859-16 (Romanian - only 4 missing)

So only CJK (Chinese/Japanese/Korean) fonts need different .ttf file.
