Doesn't the second pass of divx encoding reduce the bitrate on areas that do 
not have large changes (low action)?  That is what I understood of it at 
least...

That could account for the lower bitrate when doing a second pass..  does it 
give a bitrate value of 700 when the first pass finishes?
