I agree this would be useful.  If you're in a hurry, though, you can use
my yuv4mpeg output patch for mplayer -- mplayer can seek to whatever
position you like, then just encode from that.  See
http://source.robertk.com for the patch. (The patch has been submitted to
the mplayer folks, but so far there has been nothing but silence in
response.)
