[Mplayer-dev-eng] docs translations

Hi,

Why is not BUGS and BUGREPORTS translated?
I think they are very important for users...

But in the other hand, you are right...
if the user can't speak/read/write english, he won't
be able to write the bugreport, even if readed BUGREPORTS
in his language. :)
(maybe send it to the translator...)
