[MPlayer-cygwin] dvdnav and MingW

Hi,

I've been noticing the rising amount of dvdnav-related commits to the 
repository, and I'd like to try it out. Unfortunately, I can't find any notes on 
what I need to make it work.
Furthermore, does it work on MingW/Win32 as well?
