1) at least it tells you want to do to avoid this problem
2) if you have libiconv you will have iconv even on MinGW AFAICT
3) if you don't have libiconv you're creating a horrible build anyway
since almost non of the non-english subtitles will work (at least that
was my experience when I tried last time).
4) consider it a test if we should switch to UTF-8 encoding globally
anytime soon.
