[MEncoder-users] MJPEG and LJPEG video bitrate

When encoding using the libavcodec option for Motion JPEG or Lossless 
JPEG as such:

-ovc lavc -lavcopts vcodec=mjpeg:mbd=1:vbitrate=1800

or

-ovc lavc -lavcopts vcodec=ljpeg:mbd=1:vbitrate=1800

It takes no notice of the video bitrate and seems to have a set value.  
MJPEG defaults to approximately 9,000 kbps, whereas LJPEG can be up 
around 70,000 kbps

Is there a way to change the bitrate please?
