[MEncoder-users] Is MEncoder the right tool for me?

Hi.
All steps are possible with Mencoder an Mplayer, but i have a question, How the "system" know when start and run or stop? (without user intervention?), crontab o some like that?

Here is what I'm trying to do
1) Take a live VGA feed (from a medical imaging device) into a PC
2) Crop the image so that only 1/4 of the image remains
3) Rotate the resulting image 90 degrees
4) Display the rotated & cropped image on a monitor
The system has to be able to startup and run without user intervention
There must be minimal latency between the incoming and outgoing video (< 1 second)
Will a combination of MEncode and Mplayer be able to achieve this?
I am completely new to this so any advice to get me started will be most welcome!
