Actually I believe the current crop of $100 media streamers - e.g.  
Playon!HD Mini, Western Digi TV Live, Xtreamer - will play these.

I can't say for sure that's the case for all of them, but I'd be  
surprised if they didn't.

A quick google for "Playon!HD Mini .srt" returns positive results, for  
example:
http://www.google.com/search?q=Playon%21HD+Mini+.srt

So I guess it depends on your definition of "settop boxes" - of course  
the one provided free by your cable company is going to be rubbish.
