I'm not so advanced in ffmpeg settings, concerning filters, but aren't  
these what you mean?

   --enable-avfilter        video filter support [no]
   --enable-avfilter-lavf   video filters dependent on avformat [no]

As I read somewhere, "avfilter" was mentioned as a "new" filter.
