The only filters here that fixed these distorted horizontal stripes are the 
Linear blend deinterlacer -vf pp=lb and the Cubic interpolating 
deinterlacer -vf pp=ci

I tried it on both files and it works the same. Also I noticed these files 
were encoded with mencoder 1.0rc2. If you can, upgrade to SVN as 1.0rc2 is 
ancient old
