*significantly* is kind of a strong word in this case. On my computer:

-without b-frames ~ 29 fps
-with b-frames ~ 26 fps

And for numerous tests i've done (i mean hours and hours of encoding
tests), vmax_b_frames=1
has always improved quality, psnr has always been better than without

On a 5000 frames sample, bitrate of 1000kbps, 624x352 px

with b-frames =1, PSNR: Y:43.19, Cb:46.09, Cr:46.63, All:44.01
without b-frames, PSNR: Y:42.88, Cb:45.86, Cr:46.38, All:43.72

and it gives still pictures (at least better than without b-frames)

I know all of this is kind of subjective, but i noticed this on a wide
range of different kind of samples
