Thank you - I eventually found quite a neat solution in Premiere Pro - simple 
deinterlace, then export as a 720x480 29.97fps 0.9 pixel aspect ratio avi. 
Didn't expect the picture to look too great, but was surprised. It was a very 
static video, so I probably escaped any problems this method would otherwise 
have thrown up.

Any ideas why mencoder doesn't have a pulldown when it's got 3 or 4 pullups?!
