*cmp=2 should give better quality on animation.  vb_strategy=2 is
better. Setting nr= will probably improve quality.  qns=2 should also
help, if you don't mind a major slowdown.  You might also want to try
border_mask.

Absolutely not.  You'll just introduce noise, which will waste bits, and
make the resulting file look worse.
