Encode to MPEG1 or MPEG2 and it won't just warn you about a bad
frame-rate, it will error-out and refuse.

With other codecs, frame rate being exactly correct (for hardware
compatibility) isn't as big of an issue.  If the user is explicity
specifying -ofps *at all* with mencoder, he must *not* want to keep
exactly the same frame-rate.
