Bearing in mind the Wanderer's comments about the age of your copy of MEncoder,
my command line is:

mencoder -oac lavc -ovc lavc -lavcopts
acodec=ac3:abitrate=96:vcodec=mpeg2video:vbitrate=1239:aspect=4/3 -of mpeg
-mpegopts format=dvd:telecine:tsaf -o test.mpg -ss 1:30 -endpos 30 -vf
scale=656:448,expand=720:480,harddup -ofps 24000/10001 -srate 48000 -af
lavcresample 48000 test.avi


I get the same results when I use tele_src and tele_dest. Other players can play
it, but MPlayer cannot.

I am using svn 24632, which is a day or two old, on Windows XP with Pentium IV
3.0GHz CPU.
