I apologize for replying "off list", I get two copies of any reply to my 
posts on the list, and I responded to the wrong one.

As best I can tell, some older computers cannot handle bitrates above 
500 kbs, give or take...I think. I'm still investigating. So even though 
someone's connection can handle a higher bitrate, doesn't mean their 
computer can. This may or may not explain my issue. It does not explain 
why altering -ofps would change the video speed. I routinely lower the 
bitrates to -ofps 15 without any issues. I may have two unrelated 
issues, but determining this has been difficult. At this point, unless 
someone has a possible explanation to -ofps causing problems, I expect 
no response. It is now more of a curiosity than a real concern.
