Wouldn't dvb-t be a transport stream rather than a program stream?

I also have problems with field order on mpeg2 transport streams.

Step one is we need a way to detect the field order in the source.
There is a field order flag, but is there a way to get mencoder/ffmpeg/...
to look at this flag?
