[MEncoder-users] Convert 23.976 FPS NTSC to 25 FPS PAL

Hi,

I'm having a bit of trouble understanding how to convert a Progressive NTSC 
file which runs at 23.976 FPS into a 25 FPS PAL one without loosing A/V sync. 
There are so many filters in MEncoder that I honestly don't know which one to 
use for the job. Can someone give me a example of the command line to use?
