I've seen DVDs mastered in one of two ways...
More commonly, one of the subtitle tracks only contains info for those
foreign-language segments of the movie. eg. regular subtitles will be
-sid 0, and the subtitles you want will be -sid 1.
Less commonly, they used "forced" subtitles. To display them, you
select the subtitle track in your language with -slang or -sid, but also
use the -forcedsubsonly option of MPlayer/Mencoder to only display them
where needed.
