A basic command line for me is
vcodec=mpeg4:vbitrate=$VBITRATE
Especially such questionably options like threads=2 do not belong in a
basic commandline. I personally never found any of the mv0:trell:v4mv,
and if you have similar problems for such a broad range of bitrates as
800-1600 they certainly aren't relevant.
If
vcodec=mpeg4:mbd=2:vbitrate=$VBITRATE
does not give the quality you want with about twice the bitrate you
want, there almost certainly isn't a chance to get it working, unless it
is either a problem with rate control or heavy noise.
And I do hope you did have the vpass option set right in addition always...
