"follow" doesn't mean "immedately" after.  It just means it has to be in
the filter chain, and NOT before pullup.  

hqdn3d also benefits from softskip following it.

Also, if you're encoding with any lavc video codecs, you should look at
"nr" instead of the hqdn3d filter.
