It appears that vrc_override (quality) doesn't work remotely like it is
described in the man page.  Nor has it for a very long time.  I see
bugreports in the archives from 2003.  In Apr 2004 Michael said "it will
be fixed with the new rc code ..."

To test, just select a high bitrate, then add
"vrc_override=10,1000000,31" to your lavcopts to supposedly force it to
use quant 31, and watch as the bitrate is still honored.  Try -500
instead of 31, and watch that do nothing as well.  "9999" and "0"
apparently  force a low bitrate (but nowhere near vqscale=31), while "1"
does the exact opposite, forcing a high bitrate.

Is there some rhyme or reason as to how it works that can be documented,
or should it perhaps be removed from the man page until it is (never?)
fixed?
