What kind of shitty animation are you talking about? Anyone encoding
anime knows that 1000-1100 kbit/sec is the minimum acceptable rate,
and 1200-1500 are not uncommon.

No way. Constant q=2 should give around 1700-2500 depending on the
content, iirc.
