No, at 500k lavc will look practically perfect on animation.  I don't
know why you're mentioning aliasing, that has nothing to do with
bitrate/artifacts.

I don't think you could even force lavc to use a bitrate of 2200 for
720x480 animation.  It would be absolutely perfect long before you'd get
that high.
