What do you mean "what's going on"?  You selected to re-encode the video
with the highest possible quality (vqscale=2), without optimizations
which would reduce the bitrate needed (eg.  mbd=2:trell) and that's
what you got.  You're also using post-processing before encoding, which
is introducing lots of fairly random noise, changing colors, etc, which
eats up more bits as well.

Mencoder does exactly what you tell it to do, even when it doesn't make
much sense.
