VCD requires tightly constrained bitrate.

According to vcdimager (rt)fm, SVCD allows VBR video and audio, with
a max bitrate of 2.6 mbits/sec, so it isn't surprising that 2 pass improves
if you were aiming for average of 2mbit/s bitrate (to fit on 3 discs for
example).
