Try to play with the options listed here: 
http://www4.mplayerhq.hu/DOCS/HTML/en/menc-feat-enc-libavcodec.html#menc-feat-dvd-mpeg4-lavc-encoding-options
Note that some of them are MPEG4-specific, so some will don't make a
difference, but that should help you out to get a better quality.

Note also that MPEG1 is a very shitty codec by today's standards.
