No doubt the difference is the audio sample-rate in your source files.

For lame to produce files with low bitrates, the sample-rate has to be
set to very low values, like 8000 or 16000.  Using lame directly, it
will automatically resample to the needed rates, but used through
mencoder/ffmpeg you often have to set these manually.
